Just for the record, this has nothing to do with where your queue is.
What matters is where the binaries are, usually /var/qmail/bin.

Since nothing runs from /var/qmail/queue/mess this step is not only
unneccesary but wrong and might cause other problems.
Removing nosuid from the /var mount should be enough although you might
need to fix ownership and permissions on the queue. There are tools for
fixing the queue on qmail.org.
