webmail on pentium 90?

i have a little at&t pentium 90 server with openbsd 3.0 and i want to
provide a webmail service. so i installed openwebmail, basing on perl -
but it is to slow. i hear of imp, basing on horde, a php extension - and
i want to ask, if php is a better (and faster) way for a webmail
service? or is there any other way???
