newbie question Again!

Thanks a lot to Luis Bruno, "passwordcheck" capability
works ok (i'm using a C program to check passwd)!
But I have another question:

I need to configure user accounts to change pass at
first login, at 10 failed logins lock account, and the
passwd enter by the user must be different than the
last one.
i read, login.conf, password 1, password 5... and i
can't find the solution...
