trouble with vpn

I'm trying to setup a vpn between two 3.1's - all config files seem correct 
(i've checked and checked and checked) but when I issue a netstat -rn all i 
get is:

Encap:
Source             Port  Destination        Port  Proto 
SA(Address/Proto/Type/Direction)


and no routes - any ideas/suggestions?
