Well, with a few exceptions, these are IANA reserved. 7.0.0.0/8
is the Defense Information Systems Agency, 220.0.0.0/7 is APNIC.
Attempted traceroutes to random addresses within those blocks
quickly get me A !H.

Aeronautiques. So, potentially legit traffic.
