The tool you're referring to is mergemaster.  /usr/ports/mergemaster once
you upgrade (or now if you're following 2.9-stable I believe)

can i just untar the various .tgz's to do the upgrade, or should i do an
upgrade from the boot floppy?

and someone mentioned a tool to help migrate config files - what was it's
name again, and where can it be found?
