They are there.
The .tibet tld has been around for some time. So has .biz and .web.
When creating the newer tlds a year or two ago, they were pretty
careful not to create a new top level domain that was already being
used.
There is something called The Open Root Server Consortium that
provides a very large number of alternate tlds. I don't know
anything about them. Their configuration for their root
servers is available by ftp from support.open-rsc.org/pub/db.root.
If you want to set up a .bsd or .openbse top level domain. I think
that all you need to do is to check it out to see if anyone is
already running one. If not, set up your own top level domain
servers and get people to use them.
