time zone problem

Ok, I seem to be completely unable to find the appropriate man page for 
this, I am clearly missing something obvious here.  How do I tell my 
system that the hardware clock is NOT set to GMT.  I have my BIOS clock 
set to EST, and I picked EST during install, and now I am 5 hours off.
