Need i386 IP Classless Interfaces [0.0.0.0]

Hello:

I am running 2.9, soon to be 3.0, and I would like to have
5 of my 6 interfaces running IP classless (0.0.0.0) on a 
snort box. I've tried to do this but neither tcpdump nor
snort (same) work on the interface until it is assgned an
IP address. Is there a way around this? What is the safest 
way to go passive if not?
