Minor apache questions

Three minor questions I have about apache:

Why is httpd.conf in /var/www/conf/ and not in etc?
Also why was it set with readonly permissions for root? Do I need to
change that back?
And why is by default httpd.pid goto /var/www/logs/ instead of
/var/run?

Not that any of these are major, I was just curious as to why. Sorry
if these are stupid questions, its just seems to me that just apache
doesn't follow the conventions that the other programs on 2.9 follow.
