I've tried some different things and here's what I've come up with:
For serial logins to work *at all* i need to set "set tty com0" in boot.conf.
As soon as I remove "set tty com0" from boot.conf and restart, serial logins no longer works.

I'm sure this is not the intended behaviour.

my ttys line:
tty00   "/usr/libexec/getty std.9600"   vt100 on secure
