motd doesn't show after adding login.conf restriction to FTP users

I'm using the /etc/login.conf file to restrict ftp access of some of my
users. Unfortunately by doing so the /etc/motd (message of the day) is not
being displayed when logging in. I added ":welcome=/etc/motd" but that
didn't help either. Anybody knows of a solution to display the motd after
the user loggs in?
