The following worked for me with 2.8 and Logitech PS/2 wheel mouse:
Section "Pointer"
Protocol "IMPS/2"
Device "/dev/psm0"
ZAxisMapping 4 5
Buttons 5

and since yesterday I use the following with -current:
Section "Pointer"
Protocol "Wsmouse"
Device "/dev/wsmouse"
ZAxisMapping 4 5
Buttons 5
EndSection
You can see my /etc/XF86Config at
http://home.t-online.de/home/Alexander.Farber/OpenBSD/XF86Config
but don't copy it or you can damage your h/w.
