firewall issues

hello all,
I've installed openbsd 2.8. This box is going to be
my firewall and router for my dsl connection. I've
setup my rules in /etc/ipf.rules. Both network cards
are working dc0 (internal) dc1 (dsl connection).
Configured my internal computers with ips 192.168.0.0
network.
Problems:
can't ping any ip address outside of firewall.
I can ping from firewall to outside internet.
anyone care to shed some light on what i am doing
wrong.
I followed step by step from openbsd.org setup for my
network and gateway setup.
