Non-root app usage in 2.7

I have set up an account on my BSD box at home and wish to utilize some
applications, such as Netscape, from the account. As root, when I start
X, it can see the network card without a problem. But, logging in as a
regular user, it can't.
I am routing the X BSD system through another BSD system (cable modem
only permits one address) via NAT.
What do I need to change (perms in /dev)?, any files? to permit
communication via Ethernet from an average user account?
Thanks.
Scott
