I think this fetched the current ports tree and not the one from
August 1. "-A" overrides "-r" and "-D". You want to run this:
# cvs -q -d anoncvs_(_at_)_anoncvs_(_dot_)_(etc) up -D 2000-08-01 -Pd ports

This means that the file in question has been removed.
