OpenBSD does not use tcpd?

Being new to OpenBSD I was astonished to notice that the default installation
does not use tcpd in inetd.conf. Does inetd itself already support
access control via /etc/hosts.allow, /etc/hosts.deny? If so, the man
page does not reveal it.
