Thanks to everyone who replied. The problem was, in fact, one of my other
Ethernet cards. I stuck in two tulip cards (de's) and bridged between them
and saw the same performance as without. (I don't know whether to blame
the dc or the xl since I switched them out at the same time)
Additionally, I got stateful inspection going by doing
pass in on de1 proto tcp/udp from any to any keep state
block in on de0 proto tcp/udp from any to any
where de0 is my WAN interface and de1 is my LAN interface. Works like a
charm.
