openssh and other os's

I recently tried to compile OpenSSH on a non-OpenBSD
system (namely NetBSD). No success.
Is the OpenSSH source code that is available at
ftp://ftp.openbsd.org/OpenBSD/OpenSSH/ set up so that
it will build under other OSs?
Here is what I ended up with:
root_(_at_)_grunt:/usr/local/src/openssh/ssh$ make
all ===> lib
