You need something like 

config          bsd     root on sd0 swap on sd0 and sd1
                                    ^^^^^^^^^^^^^^^^^^^

in your /sys/arch/XXX/conf/SITECONFIG, where SITECONFIG has to be replaced
with your config filename.

Just assign all the diskspace to partition b in disklabel.
