IPSec problem -- "write: invalid argument"

I am receiving an error message when executing the following command:
ipsecadm new esp -src [my-external-ip-number] -dst [his-external-ip-number]
-tunnel [my-external-ip-number] [his-external-ip-number]
-spi 1000 -enc des -auth sha1 -iv 1234567812345678
-key 12345678 -authkey 1234567812345678
The message is:
"write: invalid argument". Not too helpful a message...
The same message appears if the -iv, -tunnel, and/or -auth options
are removed.
Anyone have an idea what this means?
