apache and SSI

apache compiles fine. i configure it like the freebsd box.
ssi doesn't work at all. sends them out as comments, doesn't parse jack
out of the .shtml files. srm.conf has the handler setup for shtml and
ssi.
any known problems?
i'm using 1.3 so that the "happy system load tcp connections skyrocket"
exploit can't be run against the machine.
