openbsd kernel can't boot on DEC alpha 3000

Trying to boot latest either 3.7 or 3.8-beta on a DEC 3000 M300 results in complete
freeze, surprisingly not even the CPU halt switch functions. VMS, NetBSD, Digital
Unix boots and usable.
