missing kernel source on CD1 OpenBSD 2.8

While attempting to make squid with transparent proxy support I received
errors and sent them to the squid developers. They replied (rather
quickly) that I needed to install the kernel source.
The README on the OpenBSD 2.8 CD apparently matches the 2.6 release, and
includes this instruction:

KERNEL SOURCE
If you want the kernel source copied off CD1, do the following:
# mkdir -p /usr/src/sys
# cd /mnt/sys
# tar cf - . | (cd /usr/src/sys; tar xvf - )
Important man pages to read are config(8) and options(4).

Alas, there is no /sys directory on the CD I received. Is the source
buried elsewhere on the CD? Can I get it off the OpenBSD site somewhere?
