I did see a similar problem talking to one particular version of cisco
IOS (can't remember which unfortunately) where it didn't accept the ccp
option negotiations no matter what we said, and every second packet was
a ccp request from the remote end. I had to turn off compression at the
cisco end. Later IOS on the cisco also resolved this. I have only ever
seen this talking to one particular cisco.
