That load is rather surprising... Pppd should reduce the load, but
only marginally.
You could try disabling CCP:
disable deflate deflate24 pred1
deny deflate deflate24 pred1
but even with compression enabled, you shouldn't be seeing loads like
that. I run on a Cyrix 166 or thereabouts and ppp doesn't even
figure in the load average.
