Even if it would be used, I don't see why it should be rewritten. Probably a few
libraries.

It was just an example, but yes, if this kind passwd files were introduced
shadow passwordfiles would be obsolete, but PAM is a different thing. That
defines authentication methods for services, not just local file authentication.
