3.0-beta transition problem for mini-faq

I don't know the reasons yet. Any ideas?

Updated to the beta (as I usually do soon after a freeze), by mv'ing in
generic bsd and tar -xzpf base30.tgz (and siblings).

Everything seemed to work OK, until I tried to cvs. CVS reports:

can't create temporary directory
Permission denied

I'm running as root. Should be able to create any kind of file
anywhere it likes!

Did something change in the cvs code regarding temp files?

It's not lack of space:

Filesystem 1K-blocks Used Avail Capacity Mounted on
/dev/wd0a 126671 51367 68971 43% /
/dev/wd0d 126671 3 120335 0% /tmp
/dev/wd0e 126671 5287 115051 4% /var
/dev/wd0f 511278 256235 229480 53% /usr
/dev/wd1a 1018797 485256 482602 50% /home

It shouldn't be permissions, they were just updated by the tar -p:

drwxrwxrwt 3 root wheel 512 Oct 5 13:29 tmp

drwxr-xr-x 24 root wheel 512 Oct 2 15:20 var
drwxrwxrwt 3 root wheel 512 Oct 2 15:20 tmp
