I would be very surprised if t19200 was correct for your modem.  You almost
certainly want to lock your modem's DCE speed at 57.6 and use std.57600.

Another thing to check is that DCD is not getting lost.  Your modem needs to
have Hayes &c1&d2 or equivalent, and you need a real rs-232 cable.
