They are not normal.
A standard manpage starts with:
FINGER(1)                  OpenBSD Reference Manual                  FINGER(1)

NAME
     finger - user information lookup program


which is where you get your information for man -k.

Whereas safe_finger starts with:
SAFE_FINGER(8)          OpenBSD System Manager's Manual         SAFE_FINGER(8)

NAME
     safe_finger

and soft_updates with:
FFS_SOFTUPDATES(4)        OpenBSD Programmer's Manual       FFS_SOFTUPDATES(4)

NAME
     ffs_softupdates


which makes them reeeeal useful for man -k.
The fix is easy: get them a real subject line, something descriptive.

Anybody can do that. I left those as an easy commit for someone.
But nobody moves...

In any case, safe_finger is really poorly documented, put politely.
One has to refer to the source to find out why it should be used.

As for ffs_softupdates, how about:
