According to one of my cow-orkers, IBM is releasing the "Postfix"
mailer under a non-GPL-ish liberalised license, so this solution might
be plausible.  I'm having trouble at the moment finding a reference on
the license, but if I find it I'll forward the URL. 

If it looks acceptable, maybe we could ask if they'd add that license
for their JFS and other Open Source projects.  The advantage is that
presumably it's already been cleared through their fleets of lawyers.
