I've already read that.

You missed four things:

1) I'm asking ONLY to move bzip2 port to the scr tree.

2) I'm asking ports coordinators to publically define a preferred order for 
distfiles format (see RFC#9).

3) Points 1 and 2 are unlinked.

4) bzip2 follow OpenBSD policy while gzip is GPL.
