Yes, this is where it happens to me too.  I reread library-specs(7)
and packages-specs(7).  I guess the only problem is the package 
name specification, since, from library-specs(7)

  The major.minor components of the librray specification are used only as
  a build time check.  Any library which is more recent than the given ma-
  jor.minor version will do.
