Wierdness with make plist

While working on an update of a port, I stumped on the following:
$ make plist
tar: Failed open to read on
/usr/ports/packages/i386/All/libiconv-1.7.tgz <No such file or directory>
Error in dependent package /usr/ports/packages/i386/All/libiconv-1.7.tgz
*** Error code 2
Stop in /usr/ports/security/nessus (line 2177 of
/usr/ports/infrastructure/mk/bsd.port.mk).
Same happens if I don't have gettext-0.10.40.tgz. Workaround is to put
these 2 pkg's in /usr/ports/packages/i386/All/. Both of them are
installed.
Is this behaviour normal? Doesn't sound normal to me.
