Killing python15

The python mess could be cut in half if we just dropped supporting
python 1.5.

Most of the ports that depend on python15 do so in an alternative
flavor besides the python 2 one.  The only ports that depend on
python15 exclusively are:
- devel/py-Distutils (which is already included in python 2)
- devel/swig

In short, we keep python15 around because of a single port that,
if you check the description, doesn't even provide functionality
based on python but only serves to aid development for that obsolete
version.

In my opinion we should, in order,
1. remove all python1 flavors,
2. disable the python functionality and dependency in devel/swig,
3. kill devel/py-Distutils and lang/python15.

Now, I don't use Python, so I may not be the best person to judge this.
