New Port: clockspeed

Hi,

Attached is a new port of the clockspeed package by D. J. Bernstein.
clockspeed is a time synchronization package.

This port was mainly derived from Camiel Dobbelaar's port of djbdns.
It follows the same principles in terms of installation; namely that
it will not automatically put a file into /etc.

This has been sitting around collecting dust for a while.  I had
been holding it because I was under the impression there was work
left to be done, but when I reviewed the package I didn't find any
irregularities.

It's been tested under i386.
