Bridge and IPF

Hello,

I have ipf and custom compile kernel with option
IPFILTER_DEFAULT_BLOCK. If I setup brconfig with like
brconfig bridge0 up add de0 add de1, bridge starts to work. If I left
ipf file empty, packets passes through the bridge.
To block incoming packets, I have to add like block in on de0.......
What is  IPFILTER_DEFAULT_BLOCK  means.???
Isn't it suppose block all packets?? can you give me some light on this.
