It's unclear what you are trying to do with a mouse, whether it is
console or X, I'm going to assume X. (partly because it is likely,
partly because I haven't figured out how to slow down wsmoused 8-)

Try xset, look at the 'm' option.  I haven't had opportunity to need
to slow the mouse down, but it made it possible to slide side-to-side
across three 1280x1024 monitors without picking up the mouse five
times. 8)
