I don't know if this helps.
I had a similar problem just a few days ago, and the best solution i
could find was to rdr the new IP addresses to the new ones while the DNS
were propagating. Doing all this while using the old ISP.
After a few days, for DNS propagation, i changed the IPs in all the
machines where there was need to do so and remove the rdr on the border
(OpenBSD 3.1) and changed the default gateway to the new ISP.
