I might be missing something here but you cannot manage how much traffic is
sent to you.  By the way, Happy Canada Day OpenBSD

  i can manage outgoing traffic with PF in BSD 33 (altq), is it
  possible?

  I have 4 cards:

  rl0 - ext
  rl1, wi0, wi1 - int

  Now I manage only incomming traffic with altq:

net_robert      =       "10.5.1.0/30"
net_milan       =       "10.5.2.0/30"

altq on wi0 bandwidth 100Mb cbq queue { dflt_wi0, robert, milan }
queue dflt_wi0          bandwidth 64Kb  cbq(default)
queue robert            bandwidth 64Kb
queue milan             bandwidth 64Kb

nat     on $ext_if from $net_robert     to any -> ($ext_if)
nat     on $ext_if from $net_milan      to any -> ($ext_if)

pass out on wi0 from any to $net_robert    keep state     queue robert
pass out on wi0 from any to $net_milan     keep state     queue milan

and the same for other int_if.
