I'm certainly no expert, so this is mere speculation, but my guess is a
bad disk and/or disk controller. I have had bad disks (or improperly
setup hard drives :) and OpenBSD will have these random hangs/delays.
However, when I was having the problems, I got tons of kernel or syslog
messages dumped to the console.
If you have a spare hard drive handy, it might be worth trying to use
that in the computer. You might also want to try using one of those PCI
IDE controllers.
I've never had bad RAM (that I'm aware of anyway), but that's another
potential problem. There's a free program called "memtest86" which will
test your system memory.

Another thing you might want to do, just to generate additional
information, is try running Linux on it. You can download a bootable,
useable Linux CD image here:
http://www.knoppix.org/
Knoppix makes for a darn nice diagnostic CD, since you can run a
complete system without actually installing anything.
