This has been happening to me, too. You aren't on Bellsouth DSL by any
chance?
I seem to get an address change shortly after connecting. I end up with two
aliases for tun0, only the second of which works for incoming connections.
Removing the old (first) alias will trigger a dynamic DNS update, but
otherwise my IP doesn't get updated. I saw something in the PPP manpage that
IPCP reassignments don't actually remove the old address. As you noticed,
they don't call ppp.linkup either. I do see them in /var/log/daemon,
however.
Could this be considered a bug in PPP?
Short of continuously scanning the logs, how can I find out about IP
reassignments?
