No, neither can.

Oracle is (allegedly) faster (on Solaris at least) reading/writing to a
file system than a raw device. Modern file systems are pretty heavily
optimised.

Googling gives more info, I was only looking at this a few days ago, in
relation to PostgreSQL on OpenBSD/sparc64.
