Does your ntp.conf file specify that the ntpd daemon should write to a log
file?  If so, what does the log say?

Is the time exactly an hour slow?  If so, is your timezone setting correct?

ntpd will not sync up a clock that is more than 1000 (I'm not sure the
exact value here) seconds out of sync.  Have you set the clock to be close
to the actual time and then waited to see if ntpd will pull it in?
