Can't change root password

Hey folks

Thanks to all those who replied about the uname command. Most 
appreciated. Now armed with my system information I have another 
question:

I am trying to change the root password. Using vipw I get the following 
error:

% vipw
vipw: the passwd file is busy or you cannot lock.

Of note, I decided to try booting into single user mode and reset the 
password using passwd, but that also failed to lock the file so I was 
unable to change it.

Any help would be much appreciated. thanks.

I'm running i386 OpenBSD 3.1
