do you run ppp on it?
then you could use ppp.linkup and ppp.linkdown (in /etc/ppp).

My ppp.linkup has following entries:

MYADDR:
    !bg /usr/local/bin/ddclient -daemon=0 -verbose
    ! /sbin/pfctl -N /etc/nat.conf

Thus, each time the link is established these things are executed.
