firewall builder can do it on linux. but it's relatively young for 
openbsd plateform and last time i check, i believe you'd better make the 
  rules script on a linux and next upload/execute on openbsd box. (and 
with 1.0.5, i had some problems to compile all).
But for uniq management it's great.
