I don't think that's the right approach.  Some of the tools/bootloaders
might get confused.

Install as normal, but leave some space free.  Once you have one system
setup, you can edit the disklabel, create more partitions, newfs them, and
untar the base sets.  Edit the fstab as appropriate on your new "root".
You don't want to run installboot.  Instead, at the boot prompt, type in
the location of the second kernel.  You can even use the same kernel if
you boot -a.
