reading boot 100's of times (first install)

This is my first experience with OpenBSD, from reading the docs it seemed
like it should be pretty painless.  I have download 3.1 from
ftp.openbsd.org.  I have tired booting from all the floppies and cdrom.
Each time it loads it just fills the screen with reading boot just scrolling
100's of times.  I have tired it in other machines and does the same.  I
tired creating the floppies and cd's in other machines as well.  I have
downloaded 3.0 and it gives the same problem.  Didn't see anything in the
FAQ on OpenBSD.org nor any results on google.com.  Thanks in advance!
