Nope.
$ ls -l `which dmesg`
-r-xr-xr-x 1 root bin 106496 Jul 31 11:17 /sbin/dmesg
$ strings `which dmesg` | grep 2002/07/31
$OpenBSD: calloc.c,v 1.7 2002/07/31 09:19:04 deraadt Exp $
I updated "manually" with 'tar zxpf', and syncing the contents of
etc31.tgz to what I had as I usually do every few weeks.
